Summary of PQ South Meeting – Updated

Thurs night, Sept. 15, a new group forming in the Park Village neighborhood held a meeting to address several community issues.  Paul Hoover of the Park Village Dads group opened the meeting.  Topics included a redistricting recap, an update on the rapist case, fire preparedness, Camino del Sur update, free mulch day, new PQ South web site hosted by the PQ Town Council web site, and an update on the Dormouse stalker.

Andy Berg summarized what redistricting means to Park Village. It has nothing to do with school districts in any way whatsoever. Park Village will be in District 6 represented by Lori Zapf. She’s there until 2014.

Carl Demaio is the rep for District 5. He’s running for mayor. Election for a new District 5 Council Rep will be in 2012.

Capt. Ball of the San Diego Police Dept. spoke about crime in the area and what residents can do to prevent it. Crime is down all over including this neighborhood. Across the board, crime is down.

Tips to reduce crime include taking responsibility for your neighborhood. That means know your neighbors. When you know your neighbors, you can recognize when folks aren’t neighbors. Capt. Ball also invited people to engage the police driving by in conversation. A simple “What’s going on in our neighborhood” is a good way to start.  He also invited folks to call the non-emergency number, 858-531-2000, when something looks suspicious.

Regarding the recent sexual assault, the police have to balance the need of a community for info and preserving the investigation. The investigation was going very well and they had suspects very early on, but they couldn’t share all of the info with the community without compromising the investigation.

Capt. Ball was asked about the Dormouse stalker situation. He was not aware of a stalker. He was aware of an individual who entered a house once and ran off when a dog barked. He said that doesn’t make the person a stalker.

Rancho Penasquitos has the most children per capita in San Diego.

Sherri Lightner attended and answered questions about redistricting. A question about Camino Ruiz going across canyon was asked. That idea was removed from the PQ community plan. Mira Mesa subsequently built a park at the end of Camino Ruiz and removed the plan to extend Camino Ruiz from their community plan as well.

Lori Zapf’s office made a quick statement welcoming the community to her district.

Firesafe Council made a brief presentation.  Things to think about regarding fire safety:

  1. Where it’s likely to burn.
    • In the canyon and Black Mountain.
  2. Brush management doesn’t mean to have a dirt moat around your property. It means 100 ft from your structure should be thinned out and pruned.
  3. Ember intrusion – embers getting into your house. Spanish tile, concrete or fire resistant roofs are best.
    • Most, if not all houses in this area have the best protection of this type of Class A roof.
    • Prevent ember intrusion by installing screens over the vents. 1/4″ screen over all vents.
    • Double pane windows also help a lot.
    • Clear gutters of pine needles and leaves.

If you ever have to evacuate, close your doors and windows. That cuts down on the chance of your house burning down.

Boxed eaves can be helpful, but the other thing listed above will be most helpful.

Move anything next to the house away from the house. Wooden fences also act as a fuse moving towards the house. A vinyl fence melts but doesn’t burn. It’s a much better solution for this area.

Best things people can do to maintain property values is adhere to the CC&Rs: landscape, fences, etc.

PQ Planning Board, Jon Becker – Update on Camino del Sur update going to 56.

Rhodes property is near Camino Del Sur. That’s the economic engine that will drive construction of the roads. Original land owner is trying to sell to commercial, residential, anyone. Vernal pools will be protected. The road already has environmental approval to be built. There will be a bike lane. It’s the number 1 commercial site in city.

Carol Law, the mother of the stalking victim spoke.
Police haven’t been too helpful or concerned. Family has hired private investigator and have his first name, make, model and license plate of car, and cell phone. He’s got a TX license plate and TX area code on his phone.

    I was unable to attend the meeting discussed above. I am trying to get additional information about the extension of Camino Del Sur Rd. through Darkwood Canyon and into Park Village.

    Does, “The road already has environmental approval to be built. There will be a bike lane. It’s the number 1 commercial site in city,” mean that the project is now definite? What do they mean by “commercial site?” Darkwood Canyon seems like anything but a commercial site. I understand that the project has environmental approval but do members of the surrounding community have any say?

    If the project is officially set to begin, can anyone address how the project will be handled? I am particularly concerned about road noise in the canyon and increased traffic next to Park Village Elementary school. Darkwood Canyon is a pristine natural environment and adding a four lane road with all of the lights, noise and pollution that entails will forever destroy something truly wonderful.

    I would appreciate any official information you can provide. Thank you.

      Jon Becker of the PQ Planning Board gave the update, so I will refer you to him for verifying details, but my notes from the meeting indicate that the development project for extending Cam. del Sur from Park Village to the 56 is already approved. There is no timeline yet, so it is still several years away. The commercial property mentioned in the summary is near the Mobile station off the 56. Once that property is developed, the road built by the developers will go to within 6/10 of a mile of the Park Village side of Cam. del Sur. The City will build that short stretch. I will forward your questions to the Planning Board for official information and additional details.

    Hi, I look forward to the extension of Camino Del Sur to Park Village. In the event of a fire, the fact that there is basically only one way out of Park Village seems a little dangerous since traffic stacks up at the Black Mountain Road / Park Village intersection. Additionally, having the Park Village / Camino Del Sur connection would definitely help with the morning traffic when school is in session. Thanks for posting the meeting summary.
